PUBLIC DECLARATION AND CALL TO THE NATIONAL COMMUNITIES: Stop State Violence against Mapuche Children!

Although our country signed international treaties regarding human rights for Children 20 years ago and also specific treaties for Indigenous Rights, there has been no policy to guarantee the rights of Mapuche children and adolescents in our country.

To the contrary, the social, political and cultural vindications of the Mapuche people have generated a response from the Chilean State that violates human rights and goes directly against the integrity and dignity of the Mapuche people and their children.

There are conclusive proofs of this as denounced by the communities and organizations for indigenous rights and human rights*.

  • The fatal victims of police violence against children have been children and youths as is to be seen from the assassination of the minor Alex Lemun and the youths Catrileo, Mendoza Collio and Cisternas.
  • From 2001 to this day more than 100 children and adolescents have been victims of the violence of police with direct physical and psychological harm as direct product of the militarization of the Mapuche communities

 

Far from changing this state policy, we have found with indignation that during the present government the policy of control has increased the application of the Antiterrorist Law on minors. During 2010 four children were accused of illicit terrorist association, three of which are imprisoned and waiting for the trials against them to begin.

Considering the stark violations of Human Rights on the Mapuche children, the Anide Foundation and the NGO Network for Children and Adolescents in Chile; request the Government:

  1. Give an answer to the conflict that has generated a hunger strike in the Mapuche          political prisoners.
  2. Abolish the antiterrorist law and stop the causes that accuse Mapuche children and             adolescents of illicit terrorist association.

  1.  Stop the police practices that torture and threaten children and youths to denounce        family and community members recurrently and systematically violating the due   proceedings.
  2. Stop the threats and intimidation practices undertaken by the police against the

      community and the family of Mapuche children which affect their physical, psychological and moral integrity greatly harming their right to live, survive and  develop.

We are calling upon the national and international community as also on the organizations for young people of our country not to be accomplices of the state and its policies of repression and annihilation, to join the appeal of the Observatorio Ciudadano and Codepu( www.codepu.cl) to mobilize the responsible citizen denouncement.

We call upon the means of communication, conscious of their responsibility, not to join the barrier of communications on the hunger strike of the Mapuche political prisoners and to inform the national and international community about the grave facts that affect their people, their children and their adolescence.

We call upon the civil society and the means of communication to diffuse the voice of the Mapuche children who are politically imprisoned and back their cause with due solidarity.

PUBLIC COMMUNIQUES: MAPUCHE CHILDREN  POLITICAL PRISONERS

“Mari mari pu peñi, pu lamgen”, OK I’m Luis Marileo Cariqueo and I belong to the Community Chief Jose Guiñon of the Ercilla County

Through this letter I want my situation to be known, I’m a Mapuche political prisoner, a minor and I’ve been held prisoner in the Chol Chol penitentiary for five months by order of the Court of Victoria, I’m accused of Illicit Terrorist Association.

In here it’s been very hard for me to face this injustice against all my people.  I believe you can tell the large set ups, lies and false accusations against us through unknown witnesses who are paid large sums of money by the State and the Judiciary to declare against us. Therefore, through this writing, I am accusing the Chilean Government with all my might to be directly responsible for the imprisonment and death of some of our brothers. I especially remember the minor, just like us, “Peñi” Alex Lemun and coincidently the minors Catrileo, Collio and Cisterna.  Not yet satisfied and at rest with these murders, now it is us, the minors, our turn to be cast in jail, like my “peñi”, Cristian Cayupan (8 months in jail) José Ñirripil (2 months in jail) and the “peñi” Leonardo Quiijon who after being in jail for 6 months was absolved by the civil justice.  This verdict was repealed, in this case double processing is clear, and a trial is to take place in October.

So, I am denouncing the violation of our rights as children and youths by the State of Chile and the Judiciary System who deprive us of our right to study, be with our families who for years on end have been the victims of harassment by this State who has imprisoned our uncles, mistreated our mothers, grandmothers and young brothers and sisters.

From here all my support to the “peñi” on hunger strike and in general to the Mapuche Political Prisoners and special greetings to all those who support our cause.

To my Mapuche people,

I am José Antonio Ñirripil Pérez, a minor imprisoned in Chol-Chol and I am stating my decision to begin a hunger strike to support my Mapuche brothers who are imprisoned in various establishments in this country.  Their imprisonment is unjust and due to the discrimination and racism my people have undergone.

Together with my companions Cristian Cayupan and Luis Marileo (both  minors) I have been formalized under the Antiterrorist Law through  which it is to be seen that the racism of the Chilean State not only applies to grown ups but also to all of us, Mapuches, including women and children.

Because of the injustice we have to face every day I am joining the hunger strike against the harassment undergone by our communities.

I want the communities demilitarized, I do not want the Antiterrorist Law applied in Mapuche causes, I want an end to the physical and psychological mistreatment of the Mapuche children and freedom for all Mapuche Political prisoners.

Right, these are the main petitions I am requesting through my strike.

I am calling to my people to support mobilizations, to my brothers, since what today affects me as a Mapuche, will, someday affect us all.
